Visual estimates will normally be based upon the appearance of the surface of the sea. The
wind direction is determined by observing the orientation of the crests of sea waves, i.e. wind-
driven waves and not waves raised by the wind in a distant area, or the direction of streaks of
foam which are markedly blown in the direction of the wind.
